Role Overview
The HR Manager is responsible for overseeing the full spectrum of Human Resource functions with primary focus on Talent Acquisition and workforce planning to support company growth. As a standalone HR personnel, this role requires hands-on execution in recruitment, employee relations, policy implementation, performance management, and HR administration.
The role allocation is approximately:
- 60% Talent Acquisition & Workforce Planning
- 40% General HR Operations & Strategic HR Functions
- Bachelor’s Degree in Human Resource Management, Business Administration, or related field
- Minimum 5 years HR experience with strong recruitment background
- Experience handling recruitment for multiple departments simultaneously
- Knowledge in Malaysian Employment Act and HR practices
- Strong communication and interpersonal skills
- Able to work independently as standalone HR personnel
- Strong problem-solving and decision-making ability
- Proficient in Microsoft Office and HR systems
- Recruitment & Hiring
- Lead full-cycle recruitment process from manpower requisition to onboarding
- Source candidates through job portals, social media, referrals, and networking
- Conduct candidate screening, interviews, and evaluation
- Coordinate interviews with HODs and management
- Prepare offer letters and manage salary proposals
- Workforce Planning
- Work closely with department heads to understand hiring needs
- Develop manpower planning strategies aligned with business expansion
- Monitor hiring budget and recruitment costs
- Employer Branding
- Strengthen company employer branding across recruitment platforms
- Manage company recruitment presence on platforms such as JobStreet, LinkedIn, Indeed, etc.
- Improve candidate experience and recruitment process efficiency
- Recruitment KPI Management
- Monitor recruitment performance including:
- Time-to-hire
- Quality of hire
- Staff retention during probation
- Recruitment conversion rate
- Onboarding & Probation Management
- Conduct onboarding briefing and orientation
- Ensure proper documentation submission from new hires
- Monitor probation performance review process
- Employee Relations
- Handle staff disciplinary matters, counseling, and grievances
- Draft warning letters, show cause letters, and HR memos
- Maintain positive working culture and communication
- HR Operations & Administration
- Maintain employee records and HR documentation
- Ensure proper leave, attendance, and payroll coordination
- Monitor staff confirmation, contract renewal, and resignation process
- Policy & SOP Management
- Develop and improve HR policies and SOPs
- Ensure compliance with company policies and labor regulations
- Communicate HR policies effectively to employees
- Performance Management
- Coordinate KPI and appraisal process
- Support department heads in performance evaluation
- Monitor staff productivity and improvement plans
- Compliance & Industrial Relations
- Ensure compliance with Malaysia Employment Act and statutory requirements
- Liaise with government bodies if necessary (e.g., JTK, KWSP, PERKESO, HRD Corp)
- HR Reporting
- Prepare HR reports including:
- Headcount report
- Turnover analysis
- Recruitment report
- Attendance and disciplinary trends
- Annual Leave
- Medical and Hospitalisation Leave
- EPF
- SOCSO
- EIS
- Annual Bonus
- Allowance Provided
