Education & Experience
- Minimum 5–7 years of HR experience, with at least 3 years in a managerial/supervisory role.
- Bachelor’s Degree or Professional Certificate in Human Resource Management, Business Administration, Psychology, or related field.
- Proven track record in recruitment for manufacturing or engineering roles.
- Certified HR Professional is a significant advantage.
- Mandarin Speaker: Essential for communicating with stakeholders and foreign workers (Mainland China). Proficiency in English and BM is also required.
- Legal Expertise: Strong knowledge of Malaysian Labour Law, Industrial Relations Act, and Employment Act 1955.
- Technical Proficiency: Skilled in HRIS/Payroll software (SQL, Autocount, etc.) and Microsoft Office (Excel Pivot Tables are a must).
- Soft Skills: Strong leadership, conflict resolution, and the ability to work in a fast-paced "new energy" industry with shifting priorities.
- Software: SQL Payroll, Autocount, Info-Tech, or similar HRIS.
- Compliance Tools: e-CP8D, e-PCB, e-SSP, HRDF/HRD Corp portal.
- Platforms: MYFutureJobs, Jobstreet, LinkedIn Recruiter.
- Operations: Attendance systems (Fingerprint/Face recognition) and digital document management.
- Lead end-to-end recruitment for all levels (operators to engineers) to support new energy project expansion.
- Partner with production and engineering heads to forecast manpower needs for peak manufacturing cycles.
- Implement employer branding initiatives on MYFutureJobs, Jobstreet, and LinkedIn.
- Manage onboarding, probation reviews, and offboarding processes.
- Act as the company representative for Industrial Court matters, Labour Department, and Immigration audits.
- Handle domestic inquiries (DI), disciplinary proceedings, and grievance resolutions.
- Ensure full compliance with the Employment Act 1955 and OSHA 1994 (collaborating with Safety & Health Officer).
- Maintain and update HR policies, employee handbooks, and code of conduct.
- Oversee monthly payroll processing, including wages, OT, allowances, and statutory deductions (EPF/SOCSO/EIS).
- Manage HRIS systems (e.g., SQL Payroll, Autocount, or Info-Tech) for leave and attendance tracking.
- Manage foreign worker management, including work permits, renewals, and hostel compliance.
- Administer medical benefits, group insurance, and annual leave.
- Manage the HR budget (headcount, overtime, medical claims) and provide monthly variance reports
- Negotiate with external training providers, recruitment agencies, and vendors to reduce operational costs by 10–15% annually.
- Lead annual performance appraisal cycles (KPI setting, mid-year, and year-end reviews)
