The job holder will also be responsible to support HSE Site trainings, audits, and reporting. The job holder is expected to support site with HSE Awareness and Safe Work Practices.

KEY ACCOUNTABILITIES

• Develops and monitors the Annual Site HSE KPI coinciding with the affiliates HSE Annual KPI
• Provide advice, support and guidance to Site Management Teams and the Site Manager in all HSE matters.
• Ensure proper HSE personnel coverage of site activities as required between different locations.
• Organizes and facilitates the Monthly HSE Meetings, Site Safety Tours
• Enforcement on the use of the STOP Card
• Monitors the site Perfect Day criteria.

• Ensure site compliance with relevant National Regulations, Hibiscus Petroleum Company Rules, HEB HSE policies and procedures (including ISO14001 requirements)
• Participate and provide support to the Bandar HSE Department on the Gap Analysis for new National HSE regulations and Hibiscus Petroleum Company Rules
• Update Level 4 HSE Procedures in compliance with National Regulations and Hibiscus Petroleum Company Rules as required.

• Ensures that all activities on site are risk assessed and that identified control measures are effectively implemented.
• Identifies and advises the Site Manager on High-Risk Activities and defines proper control measures.
• Leads the JSEA review meeting.

• Ensures the Site HSE Dossier is regularly reviewed and updated and ensures follow-up with the relevant responsible entities for regular update.
• Ensures that the HEB Permit To Work System is used in all sites and fully understood by site personnel and contractors.
• Ensure that all modification, downgraded situations, and derogations are implemented according to the relevant rules and specific compensatory measures.
• Ensures all Safety materials/equipment are operational and maintained.

• Enforcement of HEB’s HSE Policy and Procedures.
• Conduct regular audits (including the Yearly Contractor Audit with HSE Bandar) on Contractors HSE Performance.
• Provide advice to contractors on the HEB HSE requirements.

• Ensures and enforces the HSE Training plan to all Site personnel.
• Coordinates the HSE Training requirement and plan with HEB Human Resources department.
• Ensures Site contractors are compliant with the Site mandatory training
• Overall responsibility for the Site In-house trainings (HSE Induction, PTW Training Awareness sessions, etc).

• Act as the Commander of the Emergency Response Team
• Act as HSE Authority, advises the Site Responsible on selection of scenarios for Emergency Drills
• Ensures the Site Emergency plan is up to date and advises the HSE Bandar Team on any updates required.

• Organizes and leads incident analysis and investigations for all reported incidents
• Organizes and facilitates the Cause Tree Analysis sessions when required.
• Communicates, through the HSE forum, on all relevant Learnings from Experience
• Ensures all reportable events are correctly recorded.

• Ensures the site audits are conducted as per the Annual Audit Plan and all action plans and recommendations following audits and ensures closure in a timely manner.
• Enforces the use of the HEB HiOC (Hibiscus Observation Card) and PTW Audit system and identifies potential areas of improvement based on trending of findings.
• Follows the progress of the Site HSE Road Map.

• Regularly reviews the Site HSE KPI and monitors track site HSE performance.
• Facilitates the Weekly Site Performance Meetings and review the weekly progress of the Site HSE KPI.

• Relevant education background in Operational Safety.
• Minimum 5 to 7 years of HSE or Production activities and in particular, the Oil & Gas or related experience in Operational Site positions (such as Safety Supervisor).
• A sound HSE background is necessary with exposure to international HSE Standards.
• Able to communicate well with different stakeholders.
• Fluent in written and verbal communication skills in English.
• Ability to clearly pass the HSE messages to the teams who are not familiar with the Oil & Gas Safety culture.
• Certified in Advanced Fire Fighting, First Responder, Confined Space, Hazardous Atmosphere, and Radiation trainings.
