Purpose Of The Job

This role oversees the management of Customer Data Centre and Office facility in Petaling Jaya, Kuala Lumpur. The role will manage a portfolio of well established data centers (located in PJ and Taiwan) and office locations (located in both PJ and Penang), with the support from a well-trained FM team consists of 24x7x365 Critical Environment engineers and other FM professionals, ensuring the provision of Site FM Management, Preventative Maintenance (PM) and Repair Services to the Client & their customers onsite.

All services will be managed against the contractual statement of work and with agreed Service Level Agreement and KPI’s.

Key Responsibilities
  • Provide a learning environment, and appropriate training and development planning. Ensure basic training needs are delivered, employees are fully competent to undertake their roles, and are able to reach their full future potential.
  • Ensure Data Centre operations, Office and business policies and processes are effectively communicated, implemented and adhered to within the contract.
  • Develop and maintain effective working relationship with all members of CBRE staff and the Client representatives.
  • Build a strong relationship with the landlord House Reception team to ensure high standards are maintained for DXC staff and clients.
  • Responsible for managing the delivery of the site services and resolve any issues that may arise. Site services provided by CBRE shall include Post/deliveries, Cleaning, Vending management, Office Services, Waste, Hard Services, in line with account processes, SLA’s/KPIs.
  • Control & Management of site financial budget – Accountable for accurate monthly forecasting, and attending periodic client review meetings.
  • Support Client Capital investment planning against the Asset Register.
  • Raising of Purchase Orders, FCR’s (Funding Client Requests), with occasional ad-hoc support for wider UK account portfolio
  • Control & Management of third-party contractors – Completion of Inductions, maintenance of QHSE paperwork and escorting around site
  • Responsible for ensuring full compliance for the delivery of services CBRE are responsible for in accordance with all QHSE requirements.
  • Completion of required monthly Health & Safety documents within required timelines. (Monthly workplace Inspection, Monthly Hazard Reporting, Monthly Self-Assessments and Safety Observations)
  • Manage and maintain the compliance tracker for site
  • Daily monitoring of site work orders both on SI7 and Vantage systems to ensure account KPI’s are met.
  • Manage and perform meeting room set ups and bookings in line with client requirements.
  • Support the co-ordination and testing of Business Continuity Planning for the site.
  • Plan and schedule all maintenance subcontractors work and repairs. Ensure all accounts and documentation associated with these subcontractors is current and up to date.
  • Ensure all subcontractors deliver a quality and competent service and that all contractual obligations are met.
  • Maintain up to date Risk Register entries.
  • Ensure customer satisfaction is established and maintained by providing a 'quality' and pro-active service
  • Support and communicate with clients, customer base within your area of responsibility providing proactive support.
  • Involvement in out-of-scope supplier projects. Supporting staff and liaison with the CBRE, and landlord teams to ensure the successful delivery of all project related works.
  • Maintain performance standards to ensure Customer expectations are achieved/exceeded
  • Timely maintenance of site information across all CBRE platforms; SI7, Smartsheet, Vantage, MYHSE, E-logbooks, Harbour, Adaptive
  • Develop and maintain successful working relationships with the client, key stakeholders, customers, landlord representatives and, suppliers.
  • Weekly Utilization submissions to ensure accurate headcount reporting.
  • Assist and prepare hospitality requests as/when required.
  • Management of e-logbooks – working closely with technical team for reviews / updates. Responsible for attending and supporting all site audit activities.
  • Regularly communication with building landlord, where applicable
  • Management of car parking badging system
  • Seek opportunities to improve services and cost-effective ways of working.
  • Must be able to support and react to ad-hoc out of hours calls in the event of emergency scenarios with excellent communication, aligned to the Client Incident and escalation process.
  • Ensure appropriate control systems are in place to ensure statutory; policy and contractual commitments are met.
Accountabilities
  • Accountability to the CBRE functional heads, as appropriate.
  • Maintains effective and close working relationships with key client representatives.
  • Reporting directly to this position are all members of the FM team at the client facility
  • Responsible for all sub-contractors utilised on the contract.
  • Financial responsibility for the site budget, budgetary forecasting, and financial management for the site location.

Person Specification

Education

Excellent general education is essential, ideally to degree standard in electrical, mechanical

or IT.

Training

Must be able to demonstrate a career showing continuous personal development.

Experience (Essential)

Min. of 5 years Managerial experience as Facility Manager or Contract Manager working within a 24x7x365 Critical Environment

Prior experience of dealing with customers within an operational and corporate environment with emphasis on customer service.

Understanding and experience of the electrical and mechanical systems used in a data center environment, including Feeders, Transformers, Generators, Fuel Systems, Switchgear, UPS systems, Battery banks, ATS/STS units, PDU/PMM units, Air handling units, chilled water systems, Fire Alarm systems, and Fire Suppression systems (pre-action sprinklers).

Experience in managing site services including Post/deliveries, Cleaning, Vending management, Office Services, Waste and Hard Services.

Good understanding of contracts and negotiations

Strong financial skills including financial budget management and forecasting experience.

Control & Management of third-party contractors – Completion of Inductions, maintenance of QHSE paperwork and escorting around site

Must understand all the associated safety code related requirements relative to providing the service. Experience with Health & Safety Risk Assessments and Control Measures.

Good understanding of IT support services including OS, server hardware, network, storage, and IT infrastructure.

Prior operations management experience including team management, work scheduling, and performance reviews

Strong understanding of ticketing or workflow management systems and tools.

Experience of managing escalation and emergency issues.

Experience in vendor management, ability to manage and monitor progress to ensure

objectives are achieved for outsourced support and projects.

Practical experience must include recruitment and line management/supervisory experience.

Experience with Project Management principles

Security Clearance requirements are essential, however the vetting process is client driven
