Bachelor’s Degree in Human Resource Management, Business Administration, or related field
- Minimum 6-8 years of HR experience, including managerial or supervisory role
- Strong knowledge of Malaysian Employment Act, payroll, and statutory compliance (EPF, SOCSO, PCB, HRDF)
- Experience in full spectrum HR functions (recruitment, payroll, IR, performance management)
- Good leadership, problem-solving, and decision-making skills
- Strong communication and stakeholder management abilities
- Proficient in HRIS/payroll systems and Microsoft Office
- Able to handle confidential matters with integrity and professionalism
- Mandarin-Speaking candidate is preferred.
Job Purpose
Responsible for leading and overseeing all human resources and administrative functions to ensure operational excellence, regulatory compliance, and alignment with business objectives. This role acts as a strategic partner to Management in driving workforce planning, organisational development, and a high-performance culture.
Key Responsibilities- HR Strategy, Policy & Compliance
- Develop and implement HR strategies aligned with business goals and organisational growth.
- Review, update, and enforce HR policies, SOPs, and employee handbook in compliance with Malaysian labour laws.
- Ensure full statutory compliance (EPF, SOCSO, EIS, PCB, EA Form, etc.).
- Establish job grading, salary benchmarking, and compensation frameworks.
- Monitor regulatory changes and implement necessary policy updates.
- Talent Acquisition & Workforce Planning
- Oversee end-to-end recruitment strategy and manpower planning.
- Ensure efficient hiring processes and quality talent acquisition.
- Strengthen employer branding and talent pipeline development.
- Review onboarding processes to enhance employee integration and retention.
- Employee Relations & Performance Management
- Lead employee relations, including disciplinary matters, grievance handling, and conflict resolution.
- Oversee performance management systems (KPIs, appraisal cycles, 360 feedback).
- Drive employee engagement initiatives and organisational culture development.
- Develop succession planning and talent development frameworks.
- Payroll & Compensation Oversight
- Review and approve payroll processing, ensuring accuracy and compliance.
- Oversee statutory submissions and payroll-related timelines.
- Advise on salary structures, incentives, bonuses, and compensation policies.
- Administrative & Facilities Management
- Oversee office administration, facilities, assets, vendor management, and contracts.
- Ensure efficient management of company resources, insurance, and service providers.
- Monitor administrative cost control and operational efficiency.
- Records, Documentation & Audit Compliance
- Ensure proper maintenance of HR records and documentation (ISO-ready).
- Strengthen document control systems and confidentiality standards.
- Ensure audit readiness and compliance with internal and external requirements.
- Training & Development
- Drive training strategy, annual training plan, and HRDC utilisation.
- Monitor training effectiveness and competency development.
- Align training initiatives with business needs and performance gaps.
- Reporting & Strategic Advisory
- Provide HR insights through reports (headcount, turnover, absenteeism, etc.).
- Support Management in decision-making and business planning.
- Recommend improvements in HR systems, processes, and organisational structure
