Business Planning - Development Executive

Key Accountabilities
The ideal candidate will covers budget planning and management for SK10 PSC, BIGST PSC, as well as corporate budgets related to ENEOS Xplora, Xplora Malaysia, Xplora BIGST, Xplora NV, and NOSA. In addition, it includes handling PSC and JOA reporting requirements.
- Focal Point of PSC Work Program & Budget (WPB)
- Plan and coordinate annual budget exercise with related line departments, JV Partner and PETRONAS.
- Compile, review and prepare materials for Management, JV, PETRONAS and THQ's approvals of Work Programme & Budget. This includes preparation for Year End Reporting, Budget Transfer/Additional Budget Request and Authorization for Expenditures, monitor the budget execution status and liaising with JV Partner and PETRONAS on regular basis for budget endorsement / approval.
- Project management: Monitor the execution of activities within the approved budget, ensuring efficient operation by providing business support and proactive input through active participation in technical/non-technical engagement.
- Work with line department to identify cost optimization and production enhancement opportunity to maximize the PSC value.
- Maintain good working relationship with PETRONAS/PCSB to secure the budget and business plan for petroleum operations in Malaysia.
- Focal for Corporate Budget, including Mid-Term Management Plan
- Plan and coordinate annual corporate budget exercise with related line departments and Tokyo HQ.
- Compile, review and prepare materials for Management and THQ's approvals.
- Co-focal for PSC/JOA reporting requirements
- Plan, coordinate and compile materials to stakeholders.
- Ensure timely submission to Tokyo HQ, PETRONAS and PCSB.
- Assist with the PETRONAS, JV Partner, Tokyo HQ and other external ad-hoc meetings coordination, materials preparation and other administrative matter.
- To assist manager with other assigned task from time to time.
- University graduate with degree or equivalent, in Accounting / Finance, Commercial or Engineering.
- Excellent written and verbal communication skill in English.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) is essential.
- Able to work independently and a team player.
- Meticulous, analytical and capability to exercise logical judgement.
- Strategic thinking, good negotiation and interpersonal skill.
- Good time management, capable to work under pressure and proactive to ensure completion of assignment / job obligation.
- Good communication skills to effectively engage with external stakeholders and able to communicate clearly.
- Understanding and knowledge of upstream petroleum industry is added advantage.
- Minimum 5 years of working experience in auditing/accounting/commercial/risk management/budgeting & forecasting.
