Safety & Health Officer
- Minimum 5–8 years site safety experience in construction
- Strong knowledge of OSHA 1994, FMA 1967, CIDB regulations
- Proven experience managing site safety systems and compliance
- Experience handling incident investigation and DOSH reporting
- Strong leadership, enforcement, and communication skills
- Willing to be based full-time on site and relocate nationwide project to project
Good to have if:
- Experience in industrial projects (factory, warehouse, process plant)
- Experience in large-scale or fast-track projects
- Additional certifications (First Aid, Scaffolding, Lifting, etc.)
- Familiarity with ISO 45001 or similar standards
- Conversational Mandarin / other languages
Job Purpose
Lead and manage all safety, health, and environmental (SHE)aspects on site in full compliance withMalaysia DOSH (JKKP) regulations, OSHA 1994, FMA 1967, CIDB requirements, and project safety plans. Ensure safe execution of works and drive a proactive safety culture across the project.
Key Responsibilities
Safety Leadership & Compliance
Lead site safety implementation in accordance with Malaysian legal requirements (DOSH/JKKP, OSHA, FMA, CIDB) and company policies.
Safety Planning & System Implementation
Develop, implement, and monitor Project Safety & Health Plan (SHP), risk assessments (HIRARC), method statement safety reviews, and control measures.
Site Monitoring & Enforcement
Conduct regular inspections and audits; ensure compliance with safety procedures, PPE requirements, and site rules; enforce corrective actions.
Permit to Work (PTW) System
Establish and control PTW systems for high-risk activities (lifting, work at height, confined space, hot works, excavation, etc.).
Incident Management
Lead accident/incident investigation, root cause analysis, reporting to DOSH where required, and implementation of preventive actions.
Safety Training & Awareness
Plan and conduct safety inductions, training programs, and awareness campaigns; ensure competency of workers and subcontractors.
SSS & Team Management
Supervise and guide Site Safety Supervisors (SSS) and safety personnel on site; ensure effective daily safety monitoring.
Subcontractor Safety Control
Review and approve subcontractor safety documents; monitor compliance and performance.
Documentation & Reporting
Maintain all safety records, statutory documents, inspection reports, and submit required reports to management and authorities.
Emergency Preparedness
Establish emergency response plans, conduct drills, and ensure readiness of first aid and rescue teams.
Stakeholder Coordination
Liaise with client, consultants, and authorities on all safety matters, audits, and inspections.- Annual Leave
