Assistant Engineer (Civil) (Grade JA5)

- Diploma in Civil Engineering from any recognised institution by the Government from a local higher education institution or a recognised equivalent qualification.
- Possess at least five (5) years' working experience in the related field.
- Knowledge and skills in architectural will be an advantage.

- Good skill in Microsoft Office, Microsoft Project, Microsoft Visio and AutoCad.
- Good command in spoken and written English and Bahasa Malaysia.

- Site Supervision & Technical Inspectorate (40%)
- Conduct daily site inspections to ensure construction works, materials, and installation methods comply with approved engineering drawings, British/Malaysian Standards (MS), and Public Works Department (JKR) specifications.
- Witness and verify critical material testing, including concrete slump and cube tests, soil compaction (sand replacement) tests, and steel reinforcement tensile tests; maintain organized test records.
- Identify structural defects, deviations, or non-conformance on-site; issue rectification notices to contractors and supervise remedial works.
- Verify setting-out points, site levels, and structural alignments established by contractors using leveling instruments or Total Stations to prevent boundary or structural deviations.
- Project Tracking & Financial Support (25%)
- Monitor contractor progress against the approved Master Work Programme (Gantt Chart/CPM) and proactively report potential delays or bottlenecks to the Senior Engineer.
- Conduct regular joint site measurements with contractors to verify the actual volume of work completed.
- Assist in evaluating contractor interim progress claims against the Bill of Quantities (BQ) to ensure accurate payment recommendations.
- Maintain a detailed and meticulous Daily Site Diary recording weather conditions, site manpower, machinery utilization, and daily tasks achieved.
- Regulatory Compliance & Site Safety (20%)
- Enforce site safety compliance in accordance with Department of Occupational Safety and Health (DOSH) and CIDB regulations, ensuring proper scaffolding, shoring for excavations, and correct usage of Personal Protective Equipment (PPE).
- Monitor the implementation of Environmental Management Plans (EMP), ensuring silt traps, wash troughs, and dust mitigation measures are operational and well-maintained.
- Liaise and coordinate with external utility providers (e.g., water, electricity, telecommunications) for necessary asset relocations or site connection tie-ins.
- Technical Reporting & Administration (15%)
- Compile data-driven weekly and monthly site progress reports, complete with photographic evidence and analytical narratives, for leadership and stakeholder review.
- Utilize AutoCAD or Building Information Modeling (BIM) viewers to cross-check structural dimensions, calculate material take-offs, and suggest minor site modifications.
- Assist in drafting formal administrative documentation, including warning letters (Surat Tunjuk Sebab) for non-performing contractors and post-meeting action item logs.
- Academic & Professional Requirements
- Education: A recognized Diploma in Civil Engineering from an accredited institution.
- Experience: Minimum of 5–8 years of hands-on experience in construction site supervision, civil infrastructure layout, or structural project inspection (reflecting the senior JA5 tier).
- Professional Certification: Valid registration with the Board of Engineers Malaysia (BEM) as an Engineering Technologist / Inspector of Works (IOW) is highly advantageous.
- Safety Credentials: Valid CIDB Green Card is mandatory; NIOSH Safety Supervisor certification is preferred.
- Profound ability to read and interpret complex structural blueprints, infrastructural layouts, and architectural drawings.
- Strong working knowledge of civil engineering materials testing standards and JKR standard specifications.
- Basic proficiency in AutoCAD, Microsoft Project, and data management software (Excel, Word).
- Firm yet diplomatic interpersonal skills to manage relations and disputes with contractors, vendors, and labor teams.
- High attention to detail with zero tolerance for compromised structural integrity or safety lapses.
- Excellent technical report writing and data presentation skills.
