Bid Technical Engineer / Technical Proposal Specialist

• 3-5 years’ working experience in preparing technical proposals for large or complex project within the Malaysian, building construction industry (Contractor side). Familiarity with local Malaysian building codes, standards, and tendering processes is crucial.
• Application of construction methodologies, programme scheduling (P6, MS Project), QAQC, and HSE principles specifically within bids for building and infrastructure projects.
• Understanding of FIDIC or PAM contract conditions, and the linkage between Bill of Quantities (BOQ) and technical solutions.
• Experience bidding for specific project types (e.g: infrastructure, industrial plants, super high-rise); design background, knowledge of BIM application in bidding is added advantages.
• Excellent Writing & Presentation Skills. Ability to draft complex technical solutions clearly, professionally, and persuasively.
• Fluency in both English and Chinese is essential
• Strong Analytical Ability. Quickly digest large volumes of technical information, identify key points, risks, and opportunities.
• Excellent Organisation & Time Management. Efficiently manage multiple tasks under high pressure and tight bid deadlines.
• Outstanding Communication & Coordination. Skilled in cross-departmental collaboration and effective conveyance of technical information.
• Attention to Detail & Quality. Ensure accuracy, completeness, and professionalism of technical proposals.
• Propose innovative and feasible solutions to technical challenges.
• Proficiently in MS Office (Word, Excel, Power Point), skilled in Primavera P6 and or MS Project, Basic AutoCAD skills is added advantages.
• Proactive, responsible, work independently and as part of a team.

1 Lead Technical Proposal Strategist:

1. Technical Solution Architect:

Lead or deeply participate in drafting competitive sections of the technical proposal, including but not limited to:

• Method Statement,
• Project Executive Plan (PEP),
• Construction Programme (Typically using Primavera P6, MS Project),
• Quality Assurance & Quality Control Plan (QAQC Plan),
• Health, Safety & Environment Management Plan,
• Resource (Manpower & Equipment) Deployment Plan,
• Temporary Works Design (if required),
• Value Engineering and Technical Innovation Proposals.

1. Technical-Cost Integration Specialist:

1. Internal & External Coordination Hub:

Effectively coordinate internal departments (Design, Construction, Procurement, HSE) to integrate technical resources.

1. Knowledge Management & Innovation:

Summarize bid experience, establish and maintain technical proposal templates and database (e.g: method statement library, equipment list)

Participate in internal bid review meetings, clearly articulate key points and advantages of the technical solution.
