About the job1. Contract Lifecycle & EPCC Management
  • Drafting & Negotiation: Lead the drafting, reviewing, and negotiation of EPCC (Engineering, Procurement, Construction, and Commissioning) and O&M (Operations & Maintenance) contracts.
  • Contractor Management: Act as the primary legal gatekeeper for sub-contractor agreements, ensuring "back-to-back" protection against the main Power Purchase Agreement (PPA).
  • Variation Orders (VOs): Manage the legal process for contract amendments, claims, and disputes arising during the construction phase of renewable assets (Solar, Hydro, or Bioenergy).
  1. Regulatory & Licensing
  • Statutory Compliance: Ensure all projects comply with the Energy Commission (Suruhanjaya Tenaga), SEDA, and TNB/GSL requirements.
  • Permitting: Oversee the legal aspects of obtaining Public/Private Licenses and ensuring adherence to the National Energy Transition Roadmap (NETR) frameworks (e.g., LSS5, CGPP).
  1. Land & Project Development
  • Land Acquisition: Draft and review land lease agreements, easements, and land conversion applications (Tukar Syarat) under the National Land Code.
  • Due Diligence: Conduct legal due diligence on project sites and potential joint venture partners.
  1. Corporate Governance & Secretarial
  • Department Founding: Establish the company’s first legal SOPs, contract templates, and document retention policies.
Requirements
  • Educational Background: Bachelor of Laws (LLB) from a recognised university.
  • Bar Admission: Must be a qualified Advocate & Solicitor of the High Court of Malaya.
  • Experience Level: 7-8 years of PQE, ideally gained in a top-tier law firm’s Energy/Infrastructure practice or an in-house role within the construction/utilities sector.
  • EPCC Specialist: Proven experience with FIDIC or similar construction contract standards used in the Malaysian market.
  • Industry Knowledge: Familiarity with the Renewable Energy Act 2011 and the technicalities of grid interconnection in Malaysia.
  • Financial Literacy: A basic understanding of Project Finance (the ability to review bank facility agreements and security documents as well as communicating with Financial institutes and departments).
  • The "Solo" Mindset: Ability to work entirely independently without a senior legal mentor.
  • Negotiation Skills: Ability to hold their own against senior commercial managers and external veteran lawyers.
  • English & Bahasa Melayu, Mandarin proficient
